B: BUILD INDIANA ROOTS

BAGI is part of a coalition of business and trade groups that help educate communities and decision-makers to advocate responsible, balanced housing policies.

C: COMPREHENSIVE PLANS

In Central Indiana, communities have adopted comprehensive plans to help guide development and to determine what kind of development is appropriate for any given area.

D: DEVELOPMENT ORDINANCES

Development ordinances and associated regulations are what the industry looks to when planning a project. When it’s time to update BAGI and its members work through the process to make these ordinances as responsive to market conditions as possible.

E: EDUCATE

The “Educate” arm of BAGI’s mission to Promote, Educate, & Network often occurs organically when BAGI’s Government Affairs team meets with community leaders to promote new housing.

F: FEES

Nationally, about 24% of fees for new homes are based upon regulations. BAGI remains engaged on the development and application of fees in Central Indiana.

H: HOME PAC

Each year, members see a line item for an optional contribution to HOME PAC. With these contributions from members and through other donations, HOME PAC is able to help support candidates who embrace policies which will favor the home building industry.

2021 saw the first full year of BAGI’s Impact Teams. If you are interested in government affairs issues, like supply chain resolutions, the state of the market, or the most recent legislation from the state or local policies, we encourage you to join an Impact Team so you can be a part of the conversation!

J: JOURNALISTS

BAGI works to ensure the message on the need for attainable housing is broadly heard, working with journalists in the print, radio, and television media to help tell our story.

K: KUDOS

BAGI is a volunteer-based organization, and we appreciate ALL of you for giving back. No area of BAGI – especially government affairs – would function without the support of volunteers.

L: LOCAL ISSUES

In 2021, BAGI Government Affairs engaged on many local issues in areas such as Bargersville, Hancock County, Fishers, Avon, Indianapolis, Zionsville, and Morgan County. We’ve already identified issues ahead in 2022 and will continue to monitor what’s coming.

M: MARKET PRESENTATIONS

In 2021, BAGI gave over 50 presentations regarding what’s going on in the market.

N: NAHB

Did you know that as part of your dues, you are automatically a member of our state association, the Indiana Builders Association and of the National Association of Homebuilders (NAHB)? NAHB advocates for its members on Capitol Hill, working to eliminate or reduce burdensome regulations.

O: OSHA

(Occupational Safety and Health Administration) OSHA’s mission is to ensure safe and healthful working conditions for workers by setting and enforcing standards and by providing training, outreach, education, and assistance. BAGI often provides training opportunities through IBA, so be sure to keep an eye out in 2022.

P: PERMITS

In 2021, permits were up 22% over the prior year, with a total of 9,583 new single-family permits in the Central Indiana region! Did you know that permit reports are archived at www.BAGI.com/permits? You can find permit data dating back to 2000 there.

Q: QUALITY ASSURANCE BUILDER STANDARDS

A tool used to help educate the new homeowner on what they can expect of their new home, it sets the framework of responsibilities and thresholds of what is “normal” for a new build in Indiana.

R: RESEARCH

BAGI Government Affairs often uses research on the housing market to inform its work. Tools such as MarketGraphics, Metrostudy/Zonda, Census Data, STATS Indiana, and findings from other organizations are just a few of the tools used to support our work around housing attainability and the state of local municipalities.

S: SENATE BILL 389

In 2021, we had a legislative win regarding wetland regulations. This law helps us align with current federal regulations and better clarifies definitions to help developers understand IDEM’s permitting process.

T: TAX CAPS

Tax caps have changed the game when it comes to housing. Fast growing communities are often at a disadvantage, being unable to fully leverage their circuit breaker tax. BAGI seeks ways to help support the communities that are willing to grow and develop, including legislative solutions that may assist.

U: UTILITIES

BAGI engages with utilities regularly, having several meetings in 2021 with such folks as AES and Citizens Energy Group.

V: VALUE

We hope that you can see the value that BAGI membership and its Government Affairs efforts provide. We continue to work on your behalf to make headway in the housing industry.

W: WAGES

Wages should be a consideration with any new housing development. With the average new home price forecasted at $390,075 for 2021, and the area median household earning at $58,000, Hoosiers are being left behind.

X: X-FACTOR

BAGI and its members have influenced countless issues. While we know that we still have a long way to go, we can’t understate the impact of stopping or reducing strict regulations.

Y: YIMBY

BAGI continues to work to identify people who will serve as YIMBYs (YES In My Back Yard). Having voices outside of the housing industry to discuss the importance of housing for all helps us immensely.

Z: ZONING

Zoning designations guide a municipality’s development and growth. We work to diversify types of zoning regulations to allow for a wide range of housing options that meet today’s buyer preferences.
